πͺπΊ Five EU countries reject visa restrictions for Russians, but Cyprus unexpectedly backs the initiative
The positions within the European Union have once again split. Greece, Italy, Spain, France, and Hungary opposed new restrictions on issuing tourist visas to Russian citizens. These states vetoed the proposal, blocking a common EU decision. At the same time, Cyprus β where the Russian community makes up nearly 10% of the population β supported the idea of restrictions.
For Athens, this was the first veto on such measures since 2022. Greek authorities explained their stance by pointing to the potential damage to tourism. Russian travelers continue to visit the Ionian Islands, and their absence would heavily impact the economy. There are also concerns that restrictions would harm the Russian diaspora in Greece, as long-term visas might no longer be issued. If Moscow responds with similar countermeasures, Greece could face a serious crisis.
The economic factor is significant as well. On average, Russian tourists spend about β¬1,300 per trip in the EU β more than double the average spending of other travelers (β¬567). Back in 2015, Russians spent around β¬900 per trip, while tourists from other countries spent roughly β¬600. Today, the flow of Russian tourists has dropped significantly, leaving mostly wealthier visitors β which explains the higher spending.
Despite the decline, more than 500,000 Schengen visas were issued to Russian citizens in 2024. At the same time, several countries fully banned tourist visas for Russians: Belgium, Denmark, the Netherlands, Norway, Finland, Poland, Czechia, Slovakia, Slovenia, Latvia, Lithuania, and Estonia. However, Austria, Germany, Hungary, Italy, Spain, France, Greece, Switzerland, and Cyprus still continue to issue them. The leaders in 2024 were Italy (152k visas), France (123k), and Spain (111k).
EU Commissioner for Migration Magnus Brunner stressed that a complete ban on Schengen visas for Russians is not planned in the near future. Still, the rules have tightened: the simplified visa regime has been suspended, the visa fee increased to β¬90, and the processing time extended to 15β45 days. As a result, traveling to Europe is becoming more expensive and complicated for Russians, while debates over further restrictions within the EU remain ongoing.
