Через Surfshark (сервер = Израиль) сейчас попробовал, приложение сбера открылось. Хотя без впн на primetel не работает.
Surfshark платный, там могут только в течении месяца вернуть деньги если что-то не понравится или может какие-то триалки есть. (сам такое не проверял, меня все устраивает)

Учтите что Тинькофф берет свою комиссию, если вы снимаете меньше 100 евро.
Снимал несколько раз в банкоматах hellenic bank, все было ок. 2 банкомата Bank of cyprus выдавали ошибку, снять так и не удалось в них.

Месячная аренда. С ноября будут такие цены, сейчас если постараться можно за 350 снять.
