Речь про BEFORE THE ARRIVAL OF THE FAMILY MEMBER(S)

Подаю самостоятельно на энтри пермит для семьи по family reunification. Получил противоречивую информацию касательно пункта 8:

__Original medical examination results for sponsor’s family members (AIDS, Hepatitis B and C, Syphilis and Tuberculosis), from the country of origin/ residence:
• As far as Tuberculosis is concerned, for children under the age of 15, no X-ray examination is necessary. The Mantoux Skin Test is also accepted.
• The Mantoux Skin Test is not required for application for entry to Cyprus, for children under the age of 6.
• Ratification is necessary, except in the presence of a bilateral state agreements providing for an exception.

Детям 1 и 3 года, обязательны ли эти медицинские документы

В бухгалтерии сказали, что для таких малюток не требуются, но в списке документов присутствует. Подскажите, пожалуйста, это на усмотрения офицера или все же обязательные документы?
