The key issue is delays in transferring former fuel terminal sites for development, preventing projects from obtaining building permits.

The art center, designed by an international architectural firm, was originally scheduled for completion by 2029โ€”ahead of Larnacaโ€™s designation as European Capital of Culture 2030. However, the site lies within a large mixed-use development area where approvals remain pending.

At the same time, authorities are pushing for the creation of fully accessible public beaches, not just waterfront promenades. The municipality stresses the goal of preserving public access to the sea and avoiding dense development without sandy recreation areas. The coastal revitalization plan is divided into three phases, including erosion control, the creation of parks and green routes, and a continuous pedestrian promenade along the city.
