(a) Legal and continuous residence for 12 months immediately preceding the date of submission of the application. Periods of absence not exceeding a total of 90 days do not interrupt the period referred to.
(b) During the 10 years immediately preceding the 12-month period, have had legal residence for cumulative periods of not less than 4 years or 3 years depending on the level of knowledge of the Greek language, i.e. A2 or B1 respectively. Periods of absence not exceeding a total of 90 days per year are not considered as absence.

т.е. - вам надо последний год перед подачей жить и работать на Кипре (90-дневные выезды не в счет), и за последние 11 лет иметь ЕЩЕ 3 (или 4, если греческий А2) таких же года жизни и работы на острове.
