Это про общие правила подачи, про фаст трек этого нет и это не закон, а в законе как раз ничего нет про то где именно сдавать

я читал что на сайте указано, там не закон написан, прочтите сам закон и поищите где там такие требования, их там нет

(d) Sufficient knowledge of the Greek language at the *B1 level*.

Proof for (d) A Certificate of Success in a Greek language at the *B1* level as defined in the Common European Framework of Reference for Languages of the Council of Europe. This certificate can be obtained after the Greek Language Certification Examinations conducted by the Greek Language Centre of the Hellenic Republic through the Examination Service of the Directorate of Higher Education of the Ministry of Education, Sports, and Youth or a certificate from the School of Modern Greek of the University of Cyprus.

Где тут А2?
Самое главное это что прописано в законе, в законе ничего этого нет, и по идее это можно будет оспорить через адвоката

Так в документе про А2 нет даже от них этих требований, так что прямого запрета нет
