При регистрации в Геси меня дополнительно запросили подписать этот документ: please send us themarried couple declaration (attached), signed and stamped in front of the local community leader (not a certifying officer), that will include your ARC numbers and not the numbers of any other identification document.

Вопрос: кто такой local community leader (not a certifying officer) и где его найти?
