Those who have reasons to fall under this provision submit an application to the local Civil Service Commissions themselves or their legally authorized representative, together with a certificate of their naturalization as Cypriot citizens, which shows that both their parents are not persons of Cypriot origin, or a certificate from the Civil Registry and Immigration Department, as well as a certificate of completion of service from the official authorities of the country in which the applicant completed his service.
