Наши юристы без записи открывают, вроде, но вот что написали недавно: "we have been informed by the Supervisor Banking officer of Hellenic Bank Public Company Ltd, due to new regulations the bank will not accept applications for the opening of personal bank account for Russians and Belarusians before the issuance of the residence permit card (plastic card)". Так что возможен вариант, что запишут, но если до срока не будет пластика на руках, все равно завернут.
