По ограничениям по въезду в Латвию из не-шенгена с паспортом РФ и ВНЖ Кипра.
Писал в Латвию (МИД) письмо про посещение с ВНЖ Кипра и тур шенгеном.

Запрос:

Dear Alexander,

In accordance with the Order 599, as from 19 September 2022, only the following categories of citizens of the Russian Federation will be allowed to enter the Republic of Latvia while crossing the external border of the European Union:
1 the holders of residence permits of the Republic of Latvia, the European Union, the European Economic Area, or the Swiss Confederation;

Since you hold a valid residence permit of Cyprus, you can enter Latvia.
