для эмиратов титры не нужны, читайте офф сайт, у них проблема другая, если вы не транзитом, то нужно спец разрешение на ввоз животного.

вообще мне кажется в любой непонятной ситуации по титрам, со странами не из списка, можно подписать эту декларацию, что никуда не выходил ни с кем не контактировал, обратное никто не докажет, если вы перемещались через аэропорт, а не по земле
